By means of this interlocutory appeal, the Commonwealth of Puerto Rico attempts to exploit the Supreme Court’s recent redefinition of the calculus of federalism. See, e.g., Rosie D. v. Swift, 310 F.3d 230, 231 (1st Cir.2002) (noting that the Court has “tiltfed] the scales more and more toward states’ rights”).
