MEMORANDUM OPINION

FLANNERY, District Judge.

This matter comes before the court on the petition of the United States to enforce a “special order” issued by the National Highway Traffic Safety Administration, a division of the Department of Transportation, requiring the Firestone Tire and Rubber Co. to answer certain interrogatories and produce certain documents relevant to the Administration’s (hereinafter NHTSA) investigation into alleged defects in steel-belted radial tires manufactured by Firestone.
