¶ 1 PlaintiffAppellant Norman Homeowners Association sought declaratory judgment from the trial court barring Defendant/Appellee City of Norman from enforcing against construction of new residences a tax designed to finance improvements to, and expansion of, City’s wastewater system. Association also sought injunctive relief against City’s collection of the tax. After the parties filed cross motions for summary judgment, the trial court granted City’s motion for summary judgment on September 27, 2002, issued its findings of fact and conclusions of law…
