Pending before the Court is the motion of Defendants Cynthia L. Grob, Special Agent of the United States Bureau of Alcohol, Tobacco, and Firearms, James P. Ripley, Cor poral of the Missouri State Highway Patrol, and the United States of America to dismiss or, in the alternative, for summary judgment.
