The principal, and we might say, the only question presented for our consideration and determination, is one that involves the validity of the act of the legislature creating the new county of Houston.

The only insistence against the validity of the act, is based upon the theory of a failure to give the notice as required in § 106 of the Constitution. And that such failure to comply with the requirements of said section as to notice, consisted in the omission to state the substance of the proposed law in the notice that was given.
