This controversy arises out of events in 1978 and 1979, but has not been disposed of because of procedural delays. The 1978 and subsequent events may be summarized as follows.

*246A collective bargaining agreement between the Leominster school committee (the Committee) and Leominster Education Association (LEA), the bargaining agent for the city’s school teachers, expired on August 31, 1978.
