This appeal involves the construction and constitutionality of chapter 700 of the Laws of, 1899, which became a-law on the twenty,*510fifth day of May in that year, with the approval of the Governor, having been passed by the Legislature when three-fifths of the members of each house were present. It is entitled “ An act to-provide for the defrayal of expenses of legal proceedings, paid or incurred by certain officers and officials of this state and of the cities and counties thereof.” The statute relates to two classes of claimants : (1) City and county officers, and (2)…
