OPINION

Plaintiff, Earl Hickson, has brought suit against defendants, Marina Associates, doing business as Harrah’s Casino Hotel Atlantic City (or, “Harrah’s Hotel and Casino” or the “Casino”), Alexander Lovas, Vance Thompson, and Anne Haag (collectively, “Casino defendants”), 1 and the New Jersey Division of Gaming Enforcement (or, the “DGE”), Josh Lichtblau, Mark Kosko, and George Morton (collectively, “State defendants”).
