*266I. INTRODUCTION
Plaintiff Javier Cotto López ("Cotto")2 seeks to amend his complaint against his union, defendant Unión de Trabajadores de la Industria Eléctrica y Riego (the "Union"). See Compl., ECF No. 1; Am. Compl. ("Proposed Am. Compl."), ECF No. 46. Pursuant to a collective bargaining agreement, the Union represents all workers within Cotto's bargaining unit at the Puerto Rico Electric Power Authority (the "Power Authority"), a Puerto Rico "government instrumentality."
