Before the court is Defendants State of Alabama and Alabama Department of Youth Services’ (“State” and “DYS,” individually, or “Defendants,” collectively) Motion For Summary Judgment (“Mot”), together with a Brief In Support (“Br.”), both filed March 23, 2000.
