OPINION

MacMAHON, District Judge.

Plaintiff, the Republic of Panama, moves for a preliminary injunction. The action seeks to establish title to funds held by defendants, Marine Midland Bank (“Marine”) and Bankers Trust Company (“Bankers Trust”), and to enjoin defendant banks from transferring funds except as directed by plaintiffs representative, Ambassador Juan B. Sosa (“Ambassador Sosa”).
