At the election in November, 1906, Howard M. Winn was the republican and John I. Blackman was the democratic candidate for sheriff in Edgar county. By the official canvass of the votes Winn received 3448 votes and Black-man 3422. Blackman filed a petition to contest the election, alleging errors in the count of the votes in the various precincts of the county. Winn answered the petition and denied the alleged errors, charged counter-errors, and alleged that in the second precinct of Young America township the ballots had been fraudulently changed so as to show a greater number of votes for…
