In February 1993, the State Police discovered that cocaine was being sold from the residence of respondents Kimberly M. Kelly and Franklyn A. German (hereinafter collectively referred to as respondents) in the Town of Clifton Park, Sara-toga County. On March 26, 1993, undercover Troopers purchased cocaine from German at respondents’ residence and, on March 29, 1993, a search warrant was obtained for the residence. Before the warrant was executed, the State Police received information that respondents would be traveling to the City of Albany to purchase cocaine.…
