OPINION
MURRAY, Justice.
This matter is before this court on a petition for certiorari filed by Cecil D. Sartor. The petitioner seeks review of a Superior Court order filed February 18, 1986, entered after a written decision sustaining a decision of the Coastal Resources Management Council (CRMC). The CRMC therein designated a portion of a parcel of land owned by the petitioner as a public right-of-way to the tidal waters of the state.
