Petitioner filed suit in the Circuit Court of Kane County seeking a writ of mandamus to compel defendant to permit petitioner (the publisher of a weekly newspaper in the Village of Elburn) and all members of the general public to attend meetings of the staff of the Kane County Development Committee, relating to a proposed development by Mark VII Corporation.
