Plaintiff, Inner Secrets/Secretly Yours, Inc. (“Inner Secrets”), an importer of women’s undergarments from Hong Kong, moves pursuant to Rule 65(a) of the Rules of this Court for a preliminary injunction enjoining the United States of America, the United States Customs Service (“Customs”) and the District Director, Customs District Office, John F.
