By the Act of Congress of the 27th of February, 1801, § 11, [2 Stat. at Large, 103,] the justices of the peace for the respective counties in the District of Columbia, in matters civil and criminal, and whatever relates to the conservation of the peace, have all the powers vested in justices of the peace, as individual magistrates by the laws therein before continued in force, &e., and in personal demands to the amount of twenty dollars.
