OPINION & ORDER

WHEELER, Judge.

Plaintiff David Kissi filed a pro se complaint in this Court on June 1, 2011 and filed a “[s]upplement” to his complaint on August 8, 2011.1 Plaintiffs complaint named the U.S. Small Business Administration (“SBA”) and the U.S. Department of Justice (“DOJ”) in a suit for damages of $100 million. On October 4, 2011, Defendant filed a motion to dismiss pursuant to Rules 12(b)(1) and 12(b)(6) of the United States Court of Federal Claims (“RCFC”) for lack of subject matter jurisdiction or, alternatively, for failure to state a claim upon which relief can be granted.…
