On June 9, 2006, Cheryl Person, C. Michael Stahl, Eric Virro, Nathaniel Wais-brot, and April Wuesch (“Plaintiffs”) filed a Complaint and Motion for Temporary Restraining Order and Preliminary Injunction against the Mayor and City Council of Baltimore and National Baptist Convention USA, Inc. (“Defendants”).
