Douglas Garner instituted this action in federal district court pursuant to 42 U.S.C. §§ 405(g), 1383(c)(3) for judicial review of a final decision of the Secretary of Health and Human Services denying his application for the establishment of a period of disability and the award of disability insurance and supplemental security income (SSI) benefits. The district court upheld the Secretary’s decision and Garner appeals to this Court.
