Appellant, the United States of America, appeals an Order Granting Plaintiffs Motion for Summary Judgment and Denying Defendant’s Cross Motion for Summary Judgment (the “Order”) entered by the United States Bankruptcy Court for the Southern District of Florida (the “bankruptcy court”).
