This is a suit by appellant to recover back money which, it is alleged, had been wrong*297fully and illegally collected from him as taxes by the county of Galveston. The taxes, which are charged to have been thus illegally exacted and collected, are—
1st. Special tax levied for the year 1867, to pay principal and interest on bonds to be issued for the erection of a jail and workhouse. 2d.
