OPINION

2Per curiam

Freddie Francis appeals from the District Court’s order dismissing his petition for a writ of habeas corpus under 28 U.S.C. § 2241. Because Francis’ appeal presents no substantial question, we will grant the Government’s motion for summary affirmance.

On August 30, 1999, Francis pleaded guilty to possession with intent to distribute 17.66 grams of cocaine base in violation of 21 U.S.C. § 841(a) and (b)(1)(B).
