OPINION

RICK STRANGE, Justice.

This is a declaratory judgment and inverse condemnation action. The trial court entered a take-nothing judgment in favor of Ector County, Texas. We affirm in part and reverse and remand in part.

I. Background Facts

In 1954, an organization known as the Ector County Sheriffs Posse leased approximately seventy-nine acres of land from Ector County for a term of ninety-nine years for $10.
