This civil action involving alleged libel is before this Court upon an appeal from a final order of the Circuit Court of Ohio County, West Virginia, granting the defendants’/appellees’ motion for summary judgment. The plaintiff/appellant is Richard E. Crain, a bail bondsman. The defendants/appellees are Robert L. Lightner, at all relevant times the Sheriff of Marshall County, West Virginia, Roy E.
