The Full Commission has reviewed the prior Order based upon the record before Deputy Commissioner Phillips and the briefs and arguments before the Full Commission. The appealing parties have shown good grounds to reconsider the matter and upon reconsideration the Full Commission VACATES the Order of the Deputy Commissioner.
