ROBERTS, Justice.
In May 1973, the plaintiffs1 brought an action for declaratory judgment in Superior Court, Kennebec County, pursuant to 14 M.S.R.A. §§ 5951-5963 seeking an adjudication of their rights and status as successors-in-interest to grantees of deeds from the State of Maine, between 1850 and 1875, conveying rights to cut timber and grass from the public reserved lots. Their suit was prompted by the so-called “Sehepps Report,” issued by the Department of the Attorney General in January 1973.
