MEMORANDUM OPINION AND ORDER This matter is before the Court on Defendant Matthew Ray’s motions to dismiss Plaintiff Andrea Bailey’s complaint for lack of jurisdiction, Doc. 6, and failure to state a claim, Doc. 12.
