On March 8, 1971, the plaintiff (operator of a drug store in Rantoul, Illinois) applied for a Class A liquor license from ,the Village of Rantoul; he included the required license fee in accordance with Village Ordinance No. 691. The village president and board of trustees on May 18, 1971, denied the application and returned plaintiff’s cashier’s check on the grounds that all twelve Class A liquor licenses were taken.
