liThis case has been certified to us by the Arkansas Court of Appeals pursuant to Ark. Sup.Ct. R. 1 — 2(b)(2) (2009), as an issue upon which there is a perceived inconsistency in the decisions of the Arkansas Supreme Court and the Arkansas Court of Appeals. We have been asked to clarify what the proper standard of review is for declaratory judgment proceedings.
