STEINBERG, Judge.
The appellant, through counsel, seeks review of a June 15, 2000, decision of the Board of Veterans’ Appeals (Board or BVA) that denied an effective date earlier than January 28, 1994, for an award of Department of Veterans Affairs (VA) service connection for his back condition. Record (R.) at 4. The Board reached this conclusion by reasoning that an April 1958 VA regional office (RO) decision was a “final decision” that the appellant did not appeal and therefore could not provide the basis for an earlier effective date (EED).
