Plaintiffs appeal the United States International Trade Commission’s (the “Commission”) five-year sunset review determination that revocation of the anti-dumping duty order on stainless steel wire rod (“wire rod”) from France would likely lead to the continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time.
