OPINION
HOFFMAN, Judge.
Appellant-respondent D.D. appeals from the termination of his parent-child relationship with his son, J.C. The facts relevant to this appeal are set forth below. J.C. was born in 1985. The whereabouts of his mother are unknown. 1 In April 1992, D.D. temporarily placed J.C. with the Madison County Department of Welfare ("DPW") because he and J.C. had no place to live and D.D. was anticipating being arrested.
