ALLEGRA, Judge.
On November 3, 2005, this court granted plaintiffs’ motion to certify a class in this civilian pay case. See Barnes v. United States, 68 Fed.Cl. 492 (2005). On February 17, 2006, the parties filed a joint status report indicating that they were unable to agree on a proposal for meeting the notice requirements of Rule 23(c) of the Rules of the United States Court of Federal Claims (RCFC).1 On March 3, 2006, the court ordered the parties to file simultaneous memoranda on the issue of who should bear the cost of identifying the potential class members, which memoranda were…
