Pending before the court is the Motion for Leave to File a Second Amended Complaint filed by the plaintiffs (Docket No. 20), to which the defendants have responded (Docket No. 21), and the plaintiffs have replied (Docket No. 30). For the reasons discussed herein, the plaintiffs’ Motion for Leave to File a Second Amended Complaint will be granted.
