GREGORY, Circuit Judge:
Plaintiff Maersk Line, Limited (“Maersk”) sued Defendant United States of America (“United States”) for breach of contract of carriage. The underlying dispute is maritime in nature involving the application of the Carriage of Goods by Sea Act (“COGSA”), 46 U.S.C. § 30701 et seq., under the terms of the contract.
