This matter is presently before the Court for disposition of the Plaintiff’s *81Motion for Preliminary Injunction. Inasmuch as the facts are not disputed, and since both counsel agreed that there were no additional facts to be considered at the time of the hearing or thereafter and that there was only a question of law involved, upon pleadings and proof, this Court accordingly makes the following
