Petitioners Eugene Sand & Gravel and Oregon Concrete and Aggregate Producers Association (OCAPA) petition for judicial review of an order of the Land Use Board of Appeals. That order affirmed in part and remanded in part respondent Lane County’s denial of petitioner Eugene Sand & Gravel’s application to amend Lane County’s comprehensive plan to add 575 acres to its inventory of aggregate sites and to permit mining on a portion of that acreage.
