MEMORANDUM OPINION

DECKER, District Judge.

This is an action under 42 U.S.C. § 1983, § 1985, § 1986 and § 1988, for compensatory and punitive damages arising from treatment plaintiff received, or failed to receive, while she was committed to the custody of Illinois authorities under the Illinois Juvenile Court Act. Ill.Rev.Stat. ch. 37, § 701-1 et seq. The defendants, several administrative officials in the state correctional and juvenile systems, have moved to dismiss the complaint for failure to state a claim upon which relief can be granted.
