An alternative writ of mandamus issued by this Court in substance alleges that under the pro vision of the Constitution that “the Legislature may prescribe the compensation of the Justices' and Judges of the several courts” the Legislature in 1921 by Chapter 8480, enacted that “the salaries of the Circuit Judges shall be the sum of Five Thousand Dollars per annum”; and at the same session the Legislature enacted into law Senate Bill No. 517, which in effect provides that in judicial circuits containing a county “having a population of more than one hundred thousand according to the latest…
