OPINION

HARKINS, Senior Judge:

Titan Pacific Construction Corporation, in a complaint filed December 7, 1987, seeks review of a decision of the Armed Services Board of Contract Appeals (ASBCA or Board) on appeals under a Navy contract awarded by the Naval Facilities Engineering Command, OICC Trident.1 Plaintiff invokes the Claims Court Tucker Act jurisdiction and Wunderlich Act standards.2 The contract, awarded June 7, 1977, is not subject to the Contract Disputes Act of 1978.3 Review in the Claims Court of a decision of a contract appeals board is an…
