OPINION

WILKINSON, Chief Judge:

Evelyn Mae Kokotis alleges injury due to the negligence of a United States Postal Service employee. Kokotis filed an administrative claim with the Postal Service within months of the accident, but failed to demand a sum certain until four months after the two-year statute of limitations had expired.
