OPINION

PETTINE, Senior District Judge.

This is a case of major public importance concerning the appropriate balance between the right of handicapped persons to use public transportation’&ervices and the limit ed resources of the transportation authorities. Plaintiffs are three mobility handicapped individuals, the Rhode Island Handicapped Action Committee, and the Paraplegic Association of Rhode Island.
