INTRODUCTION

THIS MATTER comes before the Court upon Defendant City of Bainbridge Island’s Motion for Summary Judgment. [Dkt. # 30].

This is a ease about a land use dispute involving Plaintiffs waterfront property on Bainbridge Island.
