This is a class action for declaratory and injunctive relief brought in the District Court against the clerk of the Civil Division of the District of Columbia Court of General Sessions and Household Finance Corporation of Suitland, Maryland. The plaintiff and those she represents are wage earners who reside outside of and are employed within the District of Columbia and who are therefore subject to the District’s prejudgment garnishment provisions, 16 D.
