Sometime previous to April 19, 1960, the City of Elkins entered into the construction of a sanitary sewer system and engaged E. A. Taylor & Son, Inc., a general contractor, for the purpose of actual construction and Settle Engineers, Inc., who had previously drafted the plans and specifications for the project, as consulting engineers.
