MEMORANDUM OPINION AND ORDER

HENRY H. KENNEDY, JR., District Judge.

Plaintiff Martin Armstrong, a prisoner serving a criminal sentence, is currently confined at the Federal Correctional Institution Fort Dix, in Fort Dix, New Jersey. Paying the $350.00 fee for filing a civil action, he filed a pro se complaint “for personal injury,” pursuant to 42 U.S.C. §§ 1983, 1985, Bivens v.
