LAY, Chief Judge.

This is an appeal from the district court’s order dismissing the claimant’s petition for review on the ground that substantial evidence on the record as a whole supported the Secretary’s denial of Social Security benefits. We reverse and remand with directions for a de novo administrative hearing. James McClees is a fifty-four year old man with a ninth grade education who suffers from severe scoliosis as a result of childhood polio and rickets.
