CLEVENGER, Circuit Judge.

El-Shifa Pharmaceutical Industries Company (“El-Shifa”) and Salah El Din Ahmed Mohammed Idris (“Idris”) (collectively “appellants”) brought this suit seeking just compensation for the destruction of a manufacturing facility by the armed forces of the United States. The complaint alleges that destruction of the appellants’ facility constituted a taking of private property for public use within the meaning of the Fifth Amendment to the United States Constitution.
