The plaintiff, Public Citizen, has requested, under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, annual reports that were required to be submitted by two companies, Pfizer, Inc. (“Pfizer”) and Purdue Pharma L.P.
